RE: Response to the SCE Proposal re. Rule 22 "Authorized" Changes .

It was never my intent to deprive ORA of these arguments.  Our objective was
simply to remove any argument about whether the utility should have made
whatever change was adopted or whether the change was required to support
direct access.  I think we can remove the references to 376 if that is the
hang-up but I will have to verify that.  ORA or others are free to argue
against recovery on any other reason than the 2 I referenced above.
