RE: Standardized Third-Party Authorization Form

Dear Scott,

DGS observes that the provision for notarization seems unduly burdensome on
the customer and its agents, particularly in light of the other language on
the form, including the requirement for an "authorized signature."  

We would also like to note our position that, as far as the state of
California is concerned, its constituent agencies (e.g., the Department of
General Services) are not "third parties" in relation to each other but,
rather, operational units of the same customer entity.  Accordingly, this
form should not be required by the utilities in order for DGS or other state
agencies to obtain state agency customer account information or to otherwise
act on the state's behalf with respect to such customer accounts.
