This form represents the culmination of significant effort by the Rule 22
Tariff Review Committee Market Participants and utility representatives.
The attached form was revised and unanimously supported by those in
attendance at the Rule 22 meeting held in San Francisco on September 1.  We
recognize that all interested parties may not have been in attendance at
that meeting and, as a consequence, this form is being circulated to provide
an opportunity for final comment before the utilities take the next steps
for implementation.  Any comments should be submitted through the Rule 22
e-mail exploder by close of business on Friday, September 10.  Please direct
