2nd Draft of EDI Extension Letter

To all:

Please find a second draft of the extension letter for review and comment.
 Also note that this version includes the status quo description for
SDG&E.  I mistakenly attached a version that did not include the language
provided by SDG&E.

I have received comments and edits from a number of parties.  Thank you. 
I will continue to accept comments and/or edits until 2:00 PM Friday,
January 21st.  Again, silence amounts to approval of the letter as drafted.
