UDC Proposal for a Customer Information Database

Attached is the UDC's proposal for releasing customer information pursuant to
D.97-05-040.  We have generally organized the proposal to follow the outline
developed at the pre-workshop meeting.  However, we have broadened the scope
of Section III, to include all forms of confidential customer information
which are released pursuant to customer approval (both individual customer
consent or via an opt-in procedure).  We are proposing to include basic meter
information as part of this confidential customer information, in response to
concerns raised at the pre-workshop meeting.  Our understanding is that
release of basic meter information was deferred to the Customer Information
Database workshop from the RSIF workshop. 

Please e-mail the utility representatives and post to the CPUC website any
proposals that you wish to offer no later than Wednesday, July 16th.  As
discussed at the workshop, we will prepare an issue summary matrix, and
organize the agenda for the workshop on Monday, July 21st, based on the
proposals we receive. If you submit a written (electronic) proposal, you
should plan to have an opportunity to make a brief presentation at the
workshop.
