METER READING FUNCTIONS



I propose that the meter reader (MR) function although separate, be
subcontracted by the MDMA.  The exact particulars of what the MDMA and
MR want to delegate is subject to their contract . The only change is
that there be specific recognition, by the MDMA certifying body, that
such an arrangement is permissible. If this is adopted, the PSWG does
not have to worry about information handoffs and protocls between the
MDMA and the MR.  The MDMA still has its reporting requirements and
should (via its contact) impose any necessary protocols or other
requirements on its MR.  Assuming that the rules are clarified to
insulate the UDCs from ANY liability for MDMA/MR the MR must institute
safety training as required by Cal OSHA (no UDC ideas as to what is
required for safety) and show it can carry out the delegated functions. 

If for some reason the UDC remains the watchdog then the UDC could
demand the MR to provide the current MR subset of requirements contained
in the current MDMA process.  However, an MR should be able to submit
ALL of its capabilities to the UDC in order to avoid having to resubmit
for each MDMA or, at a minimum, only have to submit documentation of any
additional duties or meters to be read for subsequent MDMAs.
