Meter Installation - Section 2

Attached is Section 2 of the Meter Installation, etc. report. 

No comments were received, however we still must determine if and what must
be said about meter installation at new construction. I have included a
statement making the MSP installation subject to UDC requirements and
construction codes. So, if you don't like it, come to the meeting with an
alternative.

Section 1 has been posted by Paul Nelson who headed Subgroup's subgroup on
the Section. It will be the major focus of the May 27th meeting in San
Diego. Many thanks to Paul's group for taking the lead on this one.
